You might have to fiddle with some of the options and properties to get exactly what you want but it can be done. First you use the vsdbcmd.exe /Action:Import on the source database and then vsdbcmd.exe /Action:Deploy to the target database using the dbschema file produced by the first step as the input. That is all you are looking for you can achieve this pretty closely by using vsdbcmd, but you need to use two steps. The Schema Compare task and Data Compare task only allow you to compare database to database. Here they are again as I remember them :) Sorry.
